The National Agency of Communication and Strategies (NACS) is an independent global think tank based in Moscow, Russia, bringing together leading experts from government, academia, and international organizations. NACS develops strategic initiatives in international relations, foreign policy, communication, and security, delivering practical solutions to the most complex global challenges.
Vyacheslav Matuzov, President of NACS, is one of Russia’s foremost experts on foreign policy and international affairs, with deep specialization in the Middle East. From 1976 to 1990, he headed the Middle East division of the International Department of the Central Committee of the Communist Party of the Soviet Union (CPSU), playing a central role in shaping Soviet policy in the region during a pivotal era. A veteran of government service, Matuzov later served as Co-Leader of the Russian-American negotiation group during the First Gulf War (1990–1991), deeply involved in managing Russia’s foreign policy and maintaining strategic dialogue with U.S. officials. He is also the Executive Chairman of the Russian Friendship Society with Arab Countries, further strengthening Russia’s diplomatic ties with the Arab world.
